TREASURER & Public Trustee
The primary functions of the Treasurer's office is to deposit all monies collected daily. Those include all tax payments and miscellaneous collections from state and county. At the end of the year if all taxes aren't paid, the Treasurer advertises those taxes and if the taxes aren't paid, the taxes go to a tax lien sale. The purpose of the tax lien sale is to collect tax and interest earned on that tax. The next year, if that tax is not paid then the owner of the certificate which was purchased at that tax sale can endorse the certificate. If the tax has not been paid three years from the date of the sale, the certificate holder can then apply for a treasurer's deed.
The Treasurer also invests funds for the county, searching out the highest interest rates available at that time and putting funds in those accounts.
The Treasurer is also the Public Trustee in most counties in Colorado. A few Public Trustee's are appointed by the Governor every term. The function of the Public Trustee is to administer releases of deeds of trust and foreclosures. During Patti Payne's nine years in office, only 15 foreclosures are noted, a very small number compared to larger counties in Colorado. A single person works in the Treasure's office, so it is fortunate that releases and foreclosures remain at a minimum in Mineral County.
